Guy Patrick COLLYER OBE F.ISRM RISC MASC

Guy Collyer has had a long and distinguished career in policing both in the United Kingdom and
globally. He is currently the founder and Chief Executive Officer of the non-profit NGO QISS Global Ltd and a Senior Fellow at the United Nations Interregional Crime and Justice Research Institute (UNICRI). Guy is also working with the Home Office regarding the revision and publication on new guidance for the security of laboratories in the UK.

Recent Achievements
​
Guy has been engaged with UNICRI as a consultant since 2021 on a project aimed at developing guidance and a training strategy for prosecutors and the judiciary regarding CBRN crimes. He has authored the sections on Investigative Intelligence and Building a Case for Prosecution in the UNICRI publication ‘A Prosecutors Guide to Chemical and Biological Crimes’ and the parallel publication about Radiological and Nuclear Crimes. Guy also developed the training material to include the cross over between crimes and war crimes. This work is now being delivered for Moldova and Ukraine.

Career
​
Guy served as a police Officer from 1983 to 2013. His initial specialisation was within the Criminal Investigation Department, then moving to Special Branch. Since 2002 Guy has worked in countering the threats posed by CBRN Terrorism as National Coordinator for Biological Security at NaCTSO (2002 – 2008), Senior Researcher into Chemical Threats within the UK at CPNI (2008 – 2013), Head of the Bioterrorism Prevention Unit at INTERPOL (2013 – 2015) and Head of the UK Police Crime Prevention Academy (2017 – 2024).

Representing the UK on the EU CBRN Task Force and having attended several COBR meetings at senior UK Government level, Guy went on to represent INTERPOL regarding CBRN issues at the G7 Global Partnership, NATO, WHO, WOAH, FBI and various branches within the UN. He also led the criminal investigation into the outbreak for FMD in the UK in 2007 and coordinated the victim recovery and identification during the London bombings in 2007.

Guy is a Fellow of the Institute for Strategic Risk Management and listed on the register of Independent Security Advisors.

Awards
​
Guy received several commendations during his policing career. In June 2011 he was made an Officer of the Order of the British Empire (OBE) for public service in the Queen's Birthday Honours List. In September 2014 he was presented with the Afghanistan National Police Medal of Honour by General Said Afani.
